SiAM RESPALDA EL PROYECTO DE ECOLOGISTAS EN ACCIÓN PARA RENATURALIZAR EL RÍO GUADALMEDINA

El Secretariado Permanente (SP) del SiAM ha acordado por unanimidad respaldar el proyecto de actuación en el río Guadalmedina presentado por Ecologistas en Acción (EA) por considerarlo mucho mejor, más sostenible, más barato y más rápido de ejecución que el “Plan Guadalmedina” que ha presentado el Ayuntamiento.

El apoyo del sindicato al proyecto presentado por ecologistas en acción después de que los secretarios de comunicación y jurídica se reunieran con responsables de EA en la provincia para conocer en detalle la propuesta ecologista. SiAM y EA ya participamos conjuntamente el año pasado en un acción en la que se colocaron pancartas en varios puentes sobre el cauce para reivindicar la recuperación del río y, de paso, mejorar la renaturalización de la ciudad, uno de los objetivos básicos, imprescindible en estos momentos de crisis climática y sanitaria.

Para saber mejor de qué hablamos hay que recordar en que consiste el proyecto municipal. El pasado 21, el diario Sur publicaba una información firmada por Jesús Hinojosa que daba cuenta de que el Ayuntamiento daba los primeros pasos para poner en marcha su proyecto. “El plan especial para el Guadalmedina redactado por la Gerencia de Urbanismo -según la noticia periodística- prevé un parque fluvial en el cauce, que podrá seguir siendo utilizado por los ciudadanos, embovedar un tramo entre los puentes de la Aurora y de Armiñán, trazar ‘puentes-plaza’ y pasarelas peatonales, y soterrar el tráfico en las márgenes más próximas al Centro, entre otras muchas actuaciones valoradas en total en 220 millones de euros; y para las que se ha estimado un plazo de ejecución de unos 20 años repartidos en cuatro etapas”. Resumiendo, se trata de una obra faraónica por plazo de ejecución y por coste y cuyo resultado final será la desaparición (entre embovedados y puentes plaza) del río del centro de la ciudad, un parque fluvial en la desembocadura y otras actuaciones más enfocadas al tráfico de vehículos (soterramiento de viales) que a la recuperación del río.

Frente a este opción, el proyecto de EA, que ha sido coordinado por Santiago Martín Barajas, autor entre otras actuaciones de la recuperación del río Manzanares a su paso por Madrid, aboga por la renaturalización del río, su recuperación como un hábitat fluvial vivo. El plan que apoya nuestro sindicato prevé eliminar todo el hormigón y todas las obras que se acometieron en el fondo del cauce con la intervención en la época de Pedro Aparicio, y la eliminación de toda la vegetación exótica e invasiva que se ha asentado en el cauce desde la presa del Limonero hasta la desembocadura. Una vez eliminado el hormigón y la vegetación impropia de la zona, el proyecto prevé trazar un nuevo cauce ecológico con meandros y la plantación de especies propias de las riberas mediterráneas (sauces, álamos, adelfas, higueras…) en los márgenes del cauce, al tiempo que se instalarían postes de nidificación a lo largo del discurrir del río en su tramo final. Las reservas de agua en la presa del Limonero se utilizarían para asegurar un caudal ecológico variable en función de la época del año. Para épocas de extrema sequía el proyecto prevé la posibilidad de utilizar agua de las estación de depuración del Guadalhorce bombeada hasta la zona del Limonero; una actuación que requeriría de un gasto energético no muy grande porque la diferencia de cota entre la depuradora y la presa no es muy importante (45 metros de desnivel en 9 kilómetros de trazado) y su utilización sería puntual.

Por si fueran pocos los cambios entre cubrir y esconder el río y darle presencia viva en el centro de la ciudad, no son menores la diferencia en los plazos de ejecución y el coste de las obras. La actuación que se plantea por parte de Ecologistas en Acción se podría ejecutar en meses y en tres años podría presentar un aspecto natural bastante atractivo (la actuación en el Manzanares llevó sólo 6 meses); mientras que la actuación planteada por el Ayuntamiento se calcula en un mínimo de 20 años. En cuanto al coste de ejecución, los 220 millones ampliables del Ayuntamiento a los poco más de 4,5 millones previstos en el proyecto ecologista, si incluimos los 56.000 euros anuales previstos para el mantenimiento y limpieza, habría que sumar 1,2 millones más a gastar en esos 20 años. El coste de la actuación planteada por EA oscila entre el 2 y 3 % de lo que pretende gastar el Ayuntamiento para una actuación que, aunque se plantee regenerar el Guadalmedina, lo único que persigue es hacer desaparecer el río de la ciudad.
